Collection and publication of personal data on Higher Education Reform Experts (HEREs)
The SPHERE team (Support and Promotion for Higher Education Reform Experts) is a consortium composed of the University of Barcelona and the European University Association. In the framework of its service contract with the Education, Audiovisual and Culture Executive Agency ("EACEA") for providing a centralised support for HEREs, it is committed to preserving your privacy. All personal data are dealt with in accordance with Regulation (EC) No 45/2001 on the protection of personal data by the Community institutions and bodies1.
The following Privacy statement outlines the policies by which the SPHERE team collects, manages and uses the personal data of the individuals acting as Higher Education Reform Experts.
1. Who is responsible for processing your personal data?

2. Which personal data are processed?
On the HERE portal managed by the SPHERE consortium, the following fields will need to be filled by users in order to register on the website. This data will be visible to the staff of the service provider and to registered users of the website:
- Personal title
- Academic title
- First name
- Last name
- Institution/Organisation name
- Address (optional)
- E-mail address
- Role in the Virtual Community
- Field of expertise in higher education reform topics
- Links to Linkedin profile, Twitter, Facebook page (optional)
3. For which purpose do we process your data?
The Higher Education Reform Expert Portal aims to provide mechanisms of information, communication and coordination, which will ensure a smooth functioning of the national teams of Higher Education Reform Experts. The web platform shall serve as a communication tool for the expert community, as a source of information and as a registration website for events. The personal data is collected so that the EACEA and its service provider, the SPHERE team, can have regular contacts with the members of the HERE network for training and information purposes. Making the personal data visible to registered users of the portal will also facilitate networking and contacts between individual HEREs.
4. Who has access to your personal data and to whom is it disclosed?
The data on the HERE portal is accessible to staff of the SPHERE team, as well as to registered users of the site.
Access to your personal data may be given on a need-to know basis to the following recipients:
- The European Commission, DG EAC
- In case of control or dispute, the bodies charged with a monitoring or inspection task in application of Union law (e.g. Internal Audit Service, Internal Audit Capacity, European Commission, OLAF, EU Courts etc.).
5. How long do we keep your personal data?
A registered user of the HERE portal will receive a reminder one year after the last login. If he does not login at that stage, his data will be set to inactive. After 3 years of the user's last login, another reminder will be sent. If there is still no answer, the data will be deleted. If requested by the user, the data can be deleted at any stage.
6. How can you exercise your rights, such as the right of access and rectification of data concerning you?
For the exercise of your rights, such as the right of access and the right to rectify any inaccurate or incomplete personal data, please contact the above mentioned controller by explicitly specifying your request.
7. Your right to have recourse in case of conflict on any personal data issue
In case of conflict on any personal data protection issue you can address yourself to the SPHERE team at the above mentioned address and functional mailbox. If necessary, you can also contact the controller at EACEA (Head of Unit A4) or EACEA's Data Protection Officer at the following email address: email@example.com.
Should the conflict not be resolved by the Controller, you may lodge a complaint with the European Data Protection Supervisor at any time: Website http://www.edps.europa.eu; E-mail: firstname.lastname@example.org.
8. On which legal basis are we processing your personal data?
The HERE network is funded by the Erasmus+ programme (regulation No 1288/2013) and managed via the National Erasmus+ Offices. More details can be found in Part A of the Erasmus+ Programme Guide (in the section "What other bodies are involved in the implementation of the programme").
